Fast iteration, real changes.

Breaking change in tool names: 109 down to 90 in the default profile. Every parameter now has a description in the schema. Several tools merge behind a selector: search_archivos(fuente) replaces 11 file searchers (SRI, MEF, Census, MINEDEC, SENESCYT, ARCOTEL and others); search_cortes and get_cortes_horarios cover EEQ and Centrosur; search_capas_geo and get_capa_geo_datos cover the INAMHI and MAG geoportals; search_bce_paginas and get_bce_pagina_archivos cover BCE indices and national accounts. The default MCP_PROFILE is public: the two maintenance tools no longer appear in clients.

Fixes Superbancos, which returned only its static tables: boletines_financieros goes from 13 to 225 files and servicios_financieros recovers its three widget trees.

tools/list shrinks to a third (199k to 66k characters): each tool advertises a short description and the full one is served by the ecuador://herramientas/{nombre} resource. Per-tool usage counters (/usage). 14 institutional-archive tools merge into list_archivo_secciones and get_archivo_seccion. Over stdio, the Supercías financials database waits for the first query before downloading ~356 MB. Fixes INEVAL certificate verification.

The Docker image starts over stdio by default and CI tests it. New scripts/publish_smithery.py. Fixes search_ranking and get_financials outside a source checkout: the database build now lives in helpers/ and data goes to a per-user directory.

EEQ and Centrosur scheduled power cuts parsed into rows (date, time blocks, substation, sectors), and ARCONEL reports (28 types, 1998 on). PyPI packaging and the official MCP registry. A stale Supercías database keeps being served, flagged, while it refreshes; and ecuador://fuentes and list_capabilities now list every registered tool.

IESS employer compliance check (arrears or not, by RUC or cédula), Centrosur's archive of scheduled power cuts since 2023, and energia-ecuador.com's 2024 blackout schedules recovered from the Wayback Machine. Fixes random disconnects in stdio clients like Claude Desktop, speeds up startup (~4.7 s to ~2.9 s), stops the IESS certificate from reporting an employer in arrears as compliant when its text can't be parsed, fixes a search_sri_ruc crash on empty responses, and hardens Supercías' n_empleados field.

MCP architecture cleanup: duplicate tools removed (list_recent_datasets folded into search_datasets(sort="recent")) and the ARCOTEL pair merged into search_arcotel(tipo=...); a new MCP_PROFILE separates maintenance tools; every tool now declares a Spanish title, MCP annotations, and native structuredContent. The Supercías financials DB (search_ranking/get_financials) now builds and refreshes itself in the background.

BCE National Accounts and publication calendar, SENESCYT's SIAU/CTI statistics and Higher Education Library, CEPALSTAT (CEPAL's regional indicator API, filtered to Ecuador by default), IADB's open-data portal as a new source="iadb" on the generic CKAN tools, and MSP's weekly vaccine-preventable-disease gazette archive. get_organization_info gained a text filter and no longer truncates large organizations at 25 datasets. Fixes redundant ZIP re-hashing in the IEM pipeline.

AIP data sheets for Ecuadorian aerodromes and helipads (DGAC) and ARCSA's live sanitary registry by category, .xlsb preview support, and a download cap raised to 20 MB for XLSX/XLSB/ODS. Removes the SRI Saiku tools (endpoint confirmed unreachable in live verification).
